Between his first Senate term and his 2027 declaration to return to the Zamfara North seat, Tijjani Yahaya Kaura completed two federal agency leadership roles in succession: Managing Director and CEO of the Oil and Gas Free Zones Authority from July 2022 to October 2023, followed by his inauguration as Chairman of the NEPZA Governing Board on 9 February 2026.
Why this sequence is uncommon
Public officials typically move between elected office and a single executive appointment, or stay within one institution for an extended period. Completing one federal agency leadership role and then taking on a second, related but distinct, agency is a less common path. It requires both a track record strong enough to be trusted with a second mandate and a specific expertise, free zone regulation, narrow enough that the same person is a credible choice for both roles.
What it demonstrates about the first tenure
Being asked to lead a second federal agency in an adjacent policy area is, in practice, evidence about how the first tenure was judged. Kaura’s OGFZA tenure was explicitly built around governance, transparency and host-community engagement; the fact that this record led directly to the NEPZA chairmanship suggests those priorities were recognised as effective rather than merely stated.
A concentration of free zone expertise
Few individuals in Nigerian public life now hold direct executive experience across both of the country’s major free zone regulatory bodies. That concentration of expertise, oil and gas free zones specifically and export processing zones broadly, gives Kaura a comprehensive view of how Nigeria’s free zone policy actually functions end to end, from sector-specific regulation to cross-sector coordination.
The continuity into Inland Drills
The same pattern, sustained credibility carried from one mandate into the next, is what Inland Drills Limited inherits as a company. Its founder’s record is not a single data point but a sequence of institutions that chose to extend his mandate rather than end it, the clearest evidence available that the governance standard he applies is one that holds up under repeated scrutiny.
